BISMARCK'S PROPOSALS (per pbess association.) Washington, April 9. It is* reported here that Prince Bismarck has proposed that neither America nor Germany shall send any further reinforcements to Samoa, either of ships or rtoops, until the whole question shall have been, settled at the Conference on Saraoan affairs to be held at Berlin, and that Blame has agreed to this. The United Stales delegates to theSamoaa Conference sail for Berlin on the 13th inst. New Tobk, April 9. It is stated here that Prince Bismarck has refused to receive George Bates as one of the United States delegates to the Samoan Conference. Bismarck's objection is based on the fact that Bates has written articles attacking Germany's conduct m Samoa,
