Numerous cases of garrotting have occurred recently— almost an epidemic; but convictions are hardly obtainable owing to the perjury of witnesses. To-day, however, the Judge made an example oi two men who were convicted by sentencing them ta. ten years' penal servitude, and also* ordered the arrest of five witnesses forr perjury. " ■
