M. LE COUR'S SPEECH.
Paris, December 20. M. Le Cour t member for the district of Loire Inferieure, m his speech m the Chamber of Deputies to-day, asserted that all the evils of France arose from the instability of her Ministries, which were constantly changing France was constantly exposed to the danger of having to submit herself to the lowest of men — a reference which was understood to be aimed at Boulanger. The. salvation of the Republic, M,-Le Cour argued, depended on the formation of a powerful Ministry. That was the only way m which the alliaoceof factions, whofe object was to strangle the Republic, could be coped with. M. Floquetfs reply is generally considered to be feeble.
