Dooember 11, Senator Foye brought forward a motion m the Senate to the effect that the Committee of Foreign Affairs be directed to inquire into the recent proceedings at Samoa affecting the rights of America. He insisted that the United States were bound to resist the encroachment of Germany. He believed England was conniving at Germany's action, which he characterised as an outrageous insult, to America. .
