London, November 9. The "Daily Telegraph" says that the Admiralty propose to build at least eight iron clads, twenty cruisers, and a number of torpedo boats. The Adrnir alty made an offer to the residents of British ports that if they provide vessels the Admiralty will defray the cost of equipping the same, excepting the cost of guns and material, end tbat the vessels may then be retained for the sole defence of the ports providing them.
