St. Pbtebsbobo, Noyembor 1. M. De Giers, Minister of Foreign Affairs, who entered the Asiatic branch of that political department m 1888, has I been honoied by the Czar with complimentary letters on the occasion of the celebration of the jubilee of his entry into the public service of Russia. His Majesty expresses the belief that if the peace of Europe is to bo endangered it will not be by Kussia, for that country is not by any means desirous of disturbing the existing order of things. The letter is most pronouncedly of a pacific character, and m diplomatic circles it is regarded as an assurance of peaceful iv; tentiorf on the part of Kussia.
