Sydney. Ooiober 23. Parliament was opened hy his Excellency the Governor this afternoon. In the Speech from the Throne his Excellency said that the proposal for the establishment of an Agricultural College and experimental farms would be submitted for the consideration of members, and a Bill would also be m!- -! troduced giving Government power to arrange for the construction of irrigation works. He mentioned that although it was not intended to enter into discussion on any large measure?,, a Bill would be brought m providing for reform of the electoral system, and another to establish local government. These the Government confidently hoped would be passed early next year. He said that it afforded him much pleasure to announce that there was a marked improvement m the revenue of the colony, as members would see from the Treasurer's report, which delivered before the end of the month.
