[per rkuter’s agency.] Guiteau Declared Insane. Washington, Dec. 12, A conference of experts has been held by order of the Court, at which it was unanimously decided that Guiteau is perfecly sane. The XJ. S. Postmaster-General. Mr James, the United States Post-master-General, has resigned, and has been succeeded by the Hon. Feeling Huysen. Blaine Utters a Warning Word. A despatch has been published, in which Blaine, Secretary of State, warns Chili and Peru that the working of arty European power will produce more active intervention on the part of the United States. Blaine urges the two countries to come to a settlement without any cession of territory on the part of Peru being required. The Great Fire. Vienna, Dec. 12. The funeral of the victims of the recent fire at the theatre was publicly performed to-day. The ceremony was of the most imposing character, and was witnessed by many thousands of people.
