Walsh, a prominent member of the Irish Land League, has been arrested, and together with Mr. Parnell’s private secretary, will be charged with intimidation. The Elements. Severe storms, with heavy rain, have been experienced in many parts of England, and a large extent of low-lying country is flooded. A Complete Understanding. Vienna, Oct. 28. Baron D. Hamerle, Austrian Minister for Foreign Affairs, made a speech to-day in the course of which he said that a complete understanding existed betwen his Government and that of Germany in regard to the policy to be pursued in the south-east of Europe, and they would act in common for the settlement of questions now pending Not Confirmed.
