The City Council and the Insurance Societies contend that, for the maintenance of these, funds, 10 per cent of the subsidies paid to the Brigades were devoted, and therefore the Brigades have no right to claim the money as their personal property, or at least any more than the portion they contributed by their own subscriptions.
