Mil Justice Williams has given his de* cision in an nppeal from the decisiou o Mr Graham, S.M, A man named Walter had been arrested as a doscrter from tho British vavy, and while awaiting tho rei suit of tho negotiations with ihe Admirahy was liberated on bail, his cmployor, B. F. Lawrence, beitiq bondsman, Walters disappeared uuder circumstances which might imply suicide, and tho bail was estreated. The appeal was sgainst that deoision, Jui'go Williams decided that tbo magistratehud no power to let Ihe man out on bail or talco bail or bond, and tho appeal was oh lowed, No costs were asked for,
