The Municipal Conference.
The Municipal Conference resumed on Wednesday. Dr Mason, chief health otlicer, attended and delivered an address on the smoke nuisance. He suggested that every borough should proclaim a manufacturers' area, and that regulations should bo framed to provide for proper stoking and means of consuming black smoke. It was resolved that municipal councils be enabled to sell or exchange corporation laud, A special committee set up to deflno "machinery " for rating purposes submitted the following :—" Not >.o include the plant, permanent ways, pipes, or other apparatus and appliances of any gas company, traction company, or water company." This was adopted. It was rcsjlvcd that the executive he requested to report on a scheme of ruperannmilion of municipal officers. The Conference resolved that the limi* tation of 12000 as the sum which can be borrowed under the Government Loans to Local Bodies Act for constructing waterworks should be extended to £IO,OOO and that powoa should be given to consolidate loans raised from the Treasury. The Conference closed after sotting up an executive committee, etc.
