Tho Czar and Cearitza and President Loubot were present at a brilliant review at Rheims.The Czar, on horseback, witnessed a mimic attack, ending in a splendid charge by two divisions of cavalry. He was interested in the now quick-firing gun without recoil. > At the luncheon' President Loubet said tho army was proud and gratified at the Czar's presence, and his interest was a poworful encouragement to further efficiency. Ho drank "Success to the Russian Army, united with France's by a profound fooling of confraternity in arms." ' * ' i Tho Czar, replying, referred to the perfection attained by the brilliant army of "Franco, bur Friend," and regarded it as a powerful support to the principles of equity on which repose the peace and well-being of the nations.
