THE BRLTIC FLEET AND THE NORTH EAST PASSAGE.
The St Petersburg correspondent of the Paris " Journal," telegraphing on April 10, reported' that Commander Kulczieki had handed to the Czair _ report concerning the proposed voyage of the Baltic squadron to the Far East by way of the Sea of Kara. That officer, who was entrusted with a special mission, and who followed 1 the route traversed by Nordenskjold, considers that the northern seas will be open towards the end of June. He declares that he will be able to pilot the squadron and reach his destination by the end of August. It is believed that the Baltic squadron will be placed under the orders of Admirals Rozhdestvensky or Cbuckin.
