The "Standard" states that owing to the firmness of Vice-Admiral Sir John Fisher and Major-General Sir John Ardagh, the naval and military experts attached to the British delegation to the Peace Conference, the work of tlie Conference has not impaired Great Britain's means of defence. Great Britain, it says, will not sign the convention until the law officers have examined the text.
