THE ENABLING BILL. United Press Association — By Electric .Telegraph— Copyright . ' SYDNEY, March 16. Mr Reid has advised .the Government representative in the Legislative Council to persevere with the Federal Enabling Bill. He -states that tho action of the Council shows the urgent necessity of adding to the effective strength of the Chamber, lie prefers to believe that the Council will not persist to the bitter end. The Legislative Council gave Federation another stub by inserting an amendment providing that, besides New South Wales, two other States must agree to federate, one to be Queensland.
