Now, Sir, your careful explanation of tho Act showed that the local authority should appoint registration offices. In the absence of an advertisement that this appointment has beon made — with the Council's advertisement m view, that, a tax should be collected by a travelling collector — I can safely say there has been no such appointment made. Now, Bir, with these faots before me, I oanßOt tee how Mr Marohant | can make this statement unless he considers himself the local authority end has just made the appointment ; or that tho office! come m for the business by succession or m eomo other way that is altogether unknown to the Act. Under any of theoe oironmstances, I am afraid it will be hard to see how Burke'a Psas gets the favor alone. I am m a quandary still. I should like to be safe from a fine, and await the travelling collector, as the eight of him might give one an idea how to get a billet as collector on commission, without publio applications being called for.
