'Wellington; Thursday, 7.45 p.m. TBLEGBAPH COMMUNICATION WITH EUBOPE. The Hon. the Colonial Secretary, in reply to a question by the |tf on. Mr Waterhouse as to what steps were being taken in regard to telegraph communication with Europe, stated that recently the draft of the Government of the New South Wales contract had been received. HIGHWAY BOABDS EMPOWBBING BILL. On the motion for the second reading of the Highway Boards Empowering BiH, the Hon. Mr Williamson proposed an amendment that the bill be read a second time that day six months. Discussion ensued, and the amendment was carried on a division by 33 to 2. LICENSING ACT AMENDMENT BILL. This bill was read a second time and considered in committee. An amendment to clause 13 was made by the Hon. Mr Waterhouse, restricting the granting of licenses to a general meeting to be held in the month of June in each year. This wai carried by 14 to 13.. In clause 15, 28 days'notice was substituted for 21 days.
