Grahamstown, Thames, July 30,1874. £ 3 BYE-LAW, No. 3. 1 Bye-law of the Council of the Borough of Thamei made in accordance with tho Municipal Corporations Act 1867. • In pursuance of the powers vested in them under tho Municipal Corporations Aot, 1867, 'The Council of tho Borough of Thamss ordain as follows that is to say:— Any person guilty of any of tho following offencos omissions or neglects within the Borough of Thames shall on being convicted j of any such offence neglect or omission be . liable to pay any ponalty not oxeeec'ing (£5) ,' Five Pounds. f 1. Throwing or sweeping any glass filth t dirt rubbish orange peel or other matter of a r similar natura upon or into any street chant nel footway cOHrfc alloy or public plaoe whatsoever, c 2. Leading or riding any horse or other j animal or drawing wheeling or driving any cart carriage sledge truck barrow or other thing upon or along any footpath without > permission from the Borough Council so to 1 do. 3. Burning any shavings straw or other materials or matter upon any footway chaanel surface drain or carriage road without permission from tho Borough Council so to do. 4. Throwing or placing upon any street or footpath any lighted or burning matohes paper wood or other burning substance what- . soever. ' 4A. Drawing or trailing any sledge timber or other material upon any footway or carriage road to the injury of such footway or carriage road. I 5. Allowing night soil or othor offensive ' matter to be ipilt or otherwise cast on to or ] upon any road street footway public plaoe or 'c thoroughfare. 6. Leaving any inflammable materials or ' matter in any public street or place or on any open space naar any building without permission from the Borough Council so to do. 7.'Placing any placard or other document writing or painting on or otherwise defacing ' any house or building or any wall fence lamp-post or gate without the consent of the " occupier or owner thereof. 8, Allowing the droppings from the eaves of any house or verandah to fall upon any footway. r 9. Opening any drain or sower or removing D the surface of any footway or carriage road 3 without authority from tho Borough Council so to do. 10. Neglecting to clean any private yard way passage or aveuue by which neglect a nuisance by offensive smell is caused. 11. Boiling any cask beating any carpet 5 breaking in any horse flying any kite using any bows and arrows or playing at any game to the annoyance of any person in any public place or obstructing any footpath or carriage road whether by allowing any cart or animal ) to remain across such footpath or carriage road or by placing goods thereon or other--3 wise. 12. Throwing or discharging any stone or j other missile to the damage or danger of any person or property. 13. Having any awning on or ovor any footway in any public street or thoroughfare not being nine feet clear above the footway . or obstructing the footway by the supports of sueh awning or verandah or hanging any: goods on or under such awning over tho . footway. 1 14, Blasting any rock stone or timber in or r near any public place, without permission of 3 the Borough Council so to do. , 15. Furiously or negligently riding or driving through any public place street or thoroughfare. 16. Exposing in any publio street or thoroughfare except in any fair or market lawfully appointed for that purpose any horse e or other animal for show hire or sale. a 17. Making any cellar door or other oponing from tho footway of. any street or public ~ thoroughfare without the consent or not in * accordance with tha directions of tho Borough Council. = 18. Discharging any flroarms or carrying any firearms sword dirk dagger or other offensive weapon within the Borough without permission of the Borough Council provided that the provision last aforesaid shall not apply to any Justice of the Peace or any person in Her Majssty's military or naval service, or any member of the police or other peaco officer or any member of a rocognisod volunteer corps or any special constablo or any person actually in pursuit of any felon or offender.. 19. Any person laying out or opening any streot or building therein and omitting during tho operations necessary for forming such Btrcet or for building tkroin to take all such precautions for guarding against injury to tho passongors along such streot as may be !- necessary or as may be directed by the Borough Council. 20. Any person placing any obstruction I, upon any street lino whereby lifo or limb is likely to be ondangerod. 21. Any porson neglocting or omitting to keep in good repair any rail gate fence or cover over or about any area or entrance to any cellar or other place or keeping open for moro than a reasonable time for takiug in or out any artido any entrance to any area collar or other place (such area or entrance opening into or upon or near any publio streot road thoroughfair or othsr public place.) 22. Any person throwing any offensive matter or any animal with tho intention of drowning it into any watorcourse. or other ' place from whence a supply of wafcor for the use of the inhabitants of the Borough is obtained. , ■ ! 23. Any carter riding on any cart dray or waggon without having and holding proper and sufficient r,oins and no competent person having charge of tho animals or animals drawing the same. 24. Any person driving any vehiole whatsoever or riding any animal and vrhenmeoting any othor vehiole er animal not keeping on the left or near of tho road or streot or when ' passing any other vehicle or animal going in the same dirootion not going or passing or not allowing any porson desirous so to do to pass whon praoticabU on tho right or off side of such othor vohiclo or animal. 26. Any driver of any horso or vehicle i injuring any person or property whatever by nogligonco or by driving on the wrong Bide of tho road or by being away from his horso or cattle so as to be unable to havo tho full control over them. 26. Any person driving any dog or goat harnessed or attaohod to any vehiclo through any public placo. 27. Any person who shall act as driver or have the solo ohargo of moro than one vohiole on any publio road or streot. 28.
