THE LICENSING BILL.

The New Licensing Bill validates all the proceeding of the Courts established under tho Act of last year, Such validation does not exempt licenses from forfeiture. The Provincial Government Ordinances are to be deemed part of the new Act, where not inconsistent. The 4th, 16th, 17 th, and 18: li sections of the last Act are repealed, and provision made for establishing districts a>id licensing Courts Licensing Courts already constituted are to coniintto " Licensing Court" substituted for tho "ft.Jf. and Licensing Board." - Publicans may have a plurality of liars with the consent of the Court endorsed on the face of the license. Wholesale and packet licenses may be issued by the Provincial Treasurer, at any time. Brewers' licenses may also bo issued. If the license fees go towards Municipal revenue, then the Mayors are to issue licenses. This Act is not to affect the provisions of the Distillation Act. The annual meeting is to bo abolished and a quarterly meeting established iu December, March, June, nnd September. The meetings are to be advertised. Publicans desiring to obtain a license shall make application fourteen days before meeting day with a certificate signed by at least ten householders. Applications for renewal need not be accompanied with householders' ecrtiiicates. Bottle licenses are to bo under tie same regulations. Clause 18 provides that where once a license is granted renewals arc to be K i Mn as a matter of course, unless notice of objection be given, personal attendance is not necessary to procure a renewal. These last two provisions are likely to bo opposed. Licenses, except wholesale and brewer's lieensos may' be transferred on application to the Court, provided the successor bo approved of. Purchasers of licensed premises may obtain a temporary transfer of license. Licenses may be transferred from one house to another, when tho publican or bottle license removes to other premises. Licensees' widow or executor, may obtain a transfer. 'J.'lio Resident Magistrate may grant an extension of license at balls, public dinners, ko._ Hides are made for conducting the businss of licensing meetings. A penalty is provided against persons insulting the ohairmaa or member!! of the Court; against false evidence. Fees aro provided for. Refreshment licenses at railway stations may be granted by the Minister for L'ublic Worb.--GW.
