Bye-law of the Council of the Borough of Thames made in accordance with the Municipal Corporations act, 1867, In pursuance of the powers vested in them under the Municipal Corporations Act, 1807. The Council of the rioiough of Thames ordains as foliows, that is to say: — Ist. The word cart shall for the purposes of this Bye-law include every waggon, dray, or other carriage whatever be its construction, drawn by horses used chiefly or wholly for the carriage of burthens, quartz, mullock, earth, stone, wood, or other substances, within the iraits of the Borough of Thames, except trucks used ou, tramroads. 2nd. The Council of the Borough of Th-inies may if they shall see lit from time to time License to work for hire within the limits of the Borough of Thames such carts as respectively after inspection had by the authority of the Council of the Borough of Thames shall be found fit for public use. 3rd. Kvery such liceuse shall be granted on the writtuo application for the same, of the owner or owners of the cart to lie licensed, and every such application shall be made on a form in accordance wirli schedule No. 1. attached to this Bye-law, and any person who shdl wilfully state'anything falsely touching any particular required by such form shall lorfeit aud pay a sum not exceeding (£5) live pounds. 4th. Kvery such license sh ill be numbered, so that no two or more license* granted under this Bye-law by the Council of the Borough of Thames shall bear the same number, ami shall be registered with such number by the Town Clerk in the registry boo'< required to be kept under section 54 of subdivision 2 <;f part 10 of the 13 schedule of the Municipal Corporation Act, 1867, and shall be iu force for one year only from the general licensing day appointed by the Council of the Borough of Thames and the owner named in such license shall cause to be painted or marked and to be kept so painted or marked as to be always plainly seen on some conspicuous place on. the right-hand side of the cart thereby licensed the number of such license in lesible figures one inch in length and of a proportionate breath, and every such owner who shall fail or omit to comply with the provisions of this section shall forfeit a sum not exceeding two pounds. sth. If any owner of any cart permits the same to be used for hire for any purpose whatever within the limits of the. Borough of Thames without having a license in force for such cart licensing such cart to be used for hire ' shall for any such offence forfeit aud pay a sum not exceeding two pounds. 6fch. No person shall act as a driver of any ■ cart licensed under tho provisions of this ByeI.avv to be used for hire within the boundaries of the Borough of Thames without having a license so to act from the Council of the Borough j of Thames and every such license shall be issued twice in each year, and shall be iu ioroe for six calendar months only. ; 7th. If any person acts as such driver as' aforesaid without having such license as last] aforesaid iu force for the time being or if he: lend or part with his license or if the owner of) any licensed cart employ any person as driver j thereof who has not such licence in force, every\ such driver and owner shall for every such offunce forfeit and pay a sum not exceeding ; two pounds. Bth. The driver of every licenced cart shall) hold the license for such cart|together with bis] own license as driver,ynd shall when' required \ by any constable or by any officer of the i Council of the Borough of Thames or by any person employing such licensed cart produce fori t]ie inspection of the person so requiring such licensej and every such driver who •shall on being so required refuse or neglect so| to produce such licenses shall forfeit a sum not j exceeding two pounds.' -_>£■/ 9th.
