A debate on war aims arose in the House of Commons upon the third reading of the Consolidated Fund Bill.
Mr Balfour said the considered statements regarding war policy by President Wilson and the various leaders in Britain were absolutely identical in spirit. He believed that in the whole of the .world's history there was no more powerful State document than President Wilson's address. Both Mr Asquith and'Mr'Lloyd George had stated] our policy on the broadest-lines, in the' most explicit terms, and in the clearest manner. Our aims were not selfish, but were seeking a peace -which would last, and under whose shelter small and great nations might develop according to their own national ideas'.
