Stolypin read to the Douma a Ministerial declaration, carefully avoiding the word "constitution,"" declaring the autocracy and supreme Dower of the Czar, and resort theroto whenever Russia's safety demanded it, instancing the electoral law of June Idth, aud the present need of further repression of revolutionary movements^ The newspapers severely comment on the declaration.
