Mr Gladstone, in a pamphlet entitled " Polittal Exposition," and addressed to English Rom\n Catholics, challenges them in justice to themselvis and their country to demonstrate how Papal obedieno can be reconciled with civil allegiance. It is reported that there will be no war between China and Japan, China agreeing to pay Japan £500,000. Archbishop Manning has written a letter in answer to Mr Gladstone's pamphlet, affirming that the decrease of the Vatican was unaffected by the civil allegiance^ of the Catholics, which is as pure, true, and loyal as that of any subjects of the Empire. The civil allegiance of every Christian, he adds, is limited by conscience. November 10. Mr Disraeli, at the Lord Mayor's banquet,- dwelt upon the Continental and solid prosperity in the country. Considerable revival has taken place in trade ; the revenue was fully realising anticipation!', and the policy of the Government was to consolidate the Colonial possessions, and establish an identity of interests with the mother country abroad. There is a general desire to maintain peace. New York, November 5. The result of the elections in twenty-three States gives the Democrats a innjority in the next Congress. The Press considers this a condemnation of Grant's administration, and against his election to the Presidency. November 7. The result of the eleotions for the next Senate stows forty Republicans and twenty-three Democrats, and for the Hause of Representatives 111 Republicans against 181 Democrats.
