The programme includes a Bill making strikes illegal in connection with public utilities, before the submission of the dispute to a Government Arbitration Board. The educational authorities announce the opening in September of a school of aeronautics, originally planned for 1023. Experienced foreign instructors are engaged in the perfection of wireless telephony between warships and airplanes. It is announced that telephones will be installed in all naval planes. The financial disturbance is still in evidence. The'clearing house announces that the dishonoured bills in April were six times those of January, while in May they were worse still.
