MADRID, November 14,

Spain has sent a strong protest to Germany about the action of inebriated German soldiers in massacring certain Spaniards at Liege. The Spaniards were killed with mitrailleuses in the Place de la University. Spain has demanded reparation for the families of the* victims.

Germany has replied that if the accusation against the soldiers is proved, the Government will be disposed to apologise and afford reparation.
