THE ALLIES' MOTTO. PRESIDENT POINCARE'S APPEAL (Received September 4, 10.40 a.m.) PARIS, September 3. M. Poincare, the President, has issued a manifesto as follows: Our armies are unimpaired, and if some ave sustained considerable loss, the gaps have been immediately filled from the reserve. 'To endure and fight' must be the Allies' motto. In order to ensure the utmost efficacy in this formidable fight, it is indispensable that the Government should remain free to act, and therefore we are temporarily shifting our headquarters to a place where we can remain in constant touch with the country. Let us prove worthy in these tragic circumstances. We shall gain the final victory by the unflagging will—by the endurance and tenacity of the nation, which, in order to live, flinches not from suffering and sacrifices, being-sure of victory.
