GERMANY'S OFFER.
IT BRITAIN REMAINS NEUTRAL. BEST ASSISTANCE FOR PRANCE. (Received August 5, 9.5 a.m.) It is announced tha-t Germany is prepared to abstain from attacking the north-east coast of France, or from using the Belgian ami Dutch coasts if Britain will remain neutral for the time being. It is argued that thus Britain would render the maximum assistance tu France without going to war.
