Mr Sidney Low, in an article in the " Daily Mail 9 ' regarding the Tasmaiiian political incident, says:—''Mr Hardispatch puts' the coping stone; on ,the edifice of colonial self-govern-ment, and the final, phase in the . emancipation of the., overseas States from external control in the management, of their domestic affairs. , The colony now. is a sort of Republic, with the Prime Minister as virtual president. With this final recognition of Britannic autonomy, the way seems prepared for some form of Britannic federation." £Mr Harcourt's decision on the constitutional question was that the Governor has no power to impose conditions in regard to a dissolution", and that he must always act on Ministerial advice.]
