THE NEW APPOINTMENTS.

TO LEGISLATIVE COUNCIL. WELLINGTON, July 34. _ After keeping the country in suspense for. many days, the Government has at last made its announcement as to who the new members of the Legislative? Council will be. There are eleven nominees, bringing.! the strength of the council up to :)9, the gentlemen appointed, are:— Mr J. G. W. Aitken (Wellington). Dr W E. Colliiis (WeHinguon)7 -~ Mr Oliver Samuel (New Plymouth). Mr Richard Moore (Kaiapai). • Jlj Mr John M'Gregor (Dunedin). \ '|| Mr Thomas M'Gibbon (M&taraa). --ip Mr Gilbert Carson (Wanganui). -gr Mr Andrew T. Maginnlty (Nelson). Mr Robert Kirkpatrick Simpson (Marton). Mr John Fisher (Pukerimu). Mr William Morgan (Gisborae). Fourteen Councillors have retired since last session, and of these only two, the Hons. O. Samuel and Dr W. E. Col- -'i lins, have been reappointed. Dr Collins has all along been a supporter of the measure. M,r Richard Moore was born in Lon- "• don in 1849, and was educated in Christchurch and Rangiora. He commenced his public career as a member of the Kaiapoi Borough Council, of which place- he was Mayor during 1884-88. He was also a member and chairman of the Waimakariri Harbour Board, and held positions on the Licensing Committee and School Committee. He con-

(tested the Kaiapoi seat iu the House of Representatives with the Hon. E. Biehardson, being beaten by a narrow majority. At the next election he was ■ elected against Mr W. Hoban, but at : the next was defeated by the Hon. D. Buddo. In 1899 Mr Moore was again returned to .Parliament, ami has been a candidate against the sitting member at , each election since. Mr Moore has been long connected with the Hospital | and Charitable Aid Board and the Lyti telton Harbour Board,-of which he is'at j present chairman. ! M li G. CARSON. | Mr Gilbert Carson. Mr R. K. Simpson, of Bonnie Glen, near Marton, is one of the best, known fanners in the Rangitikei or Manawatu districts, having lived near Marton for about fifty years. He has always .taken an active interest in public affairs, and is chairman of the Rangitikei County Council, of which he has been a member for over forty years. He has also represented the county on the Wanganui Hospital and Charitable Aid Board for many years and has taken a keen interest in agricultural and pastoral associations for many years. MR T. MACGIBBON. Mr T. Mac Gibbon arrived in New Zealand in 1848, and did a lot of pioneering work in, the early days. He finally settled down as a storekeeper, and carried on a firm in partnership with his brother, Mr John Mac Gibbon, at the Falls, and afterwards at Gore. He entered public life as a member of

the Lyndhurst Road Board in the early sixties, and was one of the first county councillors in the Southland County. Later he became chairman of the \ County Council. He served on the Southland Education Board for twenty - • ' ave years, filling the office of chairman .an various occasions. In 1905 he stood, y for Parliament * against Mr Robert V£ 'Nab, but was defeated. *** MR J. FISHER. !, Mr John Fisher, of Pukerimu, near j Cambridge, is one of Waikato's pioneer settlers, and is well known throughout the Auckland provincial \listrij.-t, particularly as a breeder of stock and an.ex--1 hibitor at the Waikato and Auckland ; • Agricultural and pastoral shows. In the sarly days he was one of the pioneeSrs • in Mangere (near Auckland), and later < he and his brother settled at Pukerimu. Mr Fisher has at all times taken a keen interest in public affairs, and has been chairmato of the Waipa County Council. MR J. MACGREGOR. Born at Aberfeldy, Scotland, in 1850, and educated at the Edinburgh UniverfT--- sity, MacGregor arrived in Otago in 1875, and was admitted to the j& 'jar a year later. He is a member of the & egal firm of Duncan and .MacGregor, & Dunedin, and was for many years one R l *. of the most active members of the Otago By. Education Board. He was appointed to Bpw Legislative Couneil in 1892, retiring HMgi the expiration of his term. As a the council he did much usein the way'of law reform. Mr Aitken, v came to New Zealand in 1882, and he and Mr ©eorge Wilson started business asgeneral merchants in Wellington. From : November, 1899, till May, 1905, Mr Aitken was Mayor of Wellington, and "was elected to Parliament in .1902, being re-elected. for Wellington East in 1905. He is at present chairman of the Wellington Education Board. MR A. T. MAGINNITY. Mr Andrew Thomas Maginnity was born in Wellington in 1849, and entered the Civil Service iu 1869. In 187:; he ; was appointed chief cleric in the Telegraph Department, and in 1886 he was admitted as a solicitor of the Supreme. Court. In 1890 Mr Maginnity took up his residence in Nelson. For many years he lias been closely identified with educational matters,' and was for about twenty years a member of the Nelson Education Board, of which body he was for several consecutive years chairman. MR W. MORGAN. Mr William Morgan is a well-known Gisborne resident. He was born in 3 County Kildare, Ireland, in 1851, and . arrived at Port Chalmers by the ship —Spnfillan in 1874. He remained in Dun©Tin for two years, and later started business as a saddler in Roxburgh, removing to Gisborne. later. During his residence in Roxburgh Mr Morgan was-a member of the Borough Council for some years, and also chairman of the local school committee. Mr' Morgan's interest in local affairs continued after his arrival in Gisborne, and he was connected with the Gisborne School Committee and the Hawke's Bay Education Board. HON. O. SAMUEL. -The. Hon. Oliver Samuel represented New Plymouth in the House of Representatives during 1884-90, and was called to the Legislative Council in 1907. He is a well-known barrister, and served articles with the late Mr W. S. Moorhouse. Mr Moorhouse was superintendent of the Canterbury Province, and when he gave up practice Mr Samuel went to New Plymouth and commenced practice on his own accouut. DR COLLINS. The Hon. Dr William Edward Collins was first appointed to the Council in 1907. He was born in India and educated at Cheltenham College. He went to Nelson, and subsequently commenced practice in Wellington. He was honorHospital, and promoter of the volunteer ary surgeon to the Wellington District bearer corps.
