SPIKY HATPINS.
THE NEW BY-LAW. TO BE ENFORCED. A by-law was recently adopted by the ' City Council making it an offence for any person to wear hatpins, the points of which protruded, and were likely to be a danger to such of the public as travelled in tramcars or public vehicles, used the public streets or paths, or attended places of entertainments The by-law "was published, but so fa* has not been enforced. Instructions have now been issued that it is to be. en-;; forced, and the city inspectors will in future take the names of any delin - quents whose hatpin points" are not pro-' tected.
Hatpin guards, in an infinite variety of design, have already become popular,/ and some of the guards are more ornate f than the original heads, and they form'' a more attractive decoration to a hat, than a bristling fort of protruding pinpoints.
