RECIPROCITY HURTING. DUNEDIN, May 25. In his speech at the annual meeting of the New Zealand Paper Mills, Ltd., to-day, the chairman, Mr F. W. Mitr chell, said: '' I cannot close my remarks without referring to the unfortunate position Wvhich has arisen through the reciprocity arrangeihent existing between New Zealand and Canada. By it manufacturers of paper are entitled to ship their goods in subsidised vessels at very low freights, and, escaping the preferential Customs tariff, are proving our most serious competitors. No effort is being spared by j the directors to cope with. this, but it is undoubtedly a ficulty of some magnitude. The bag trade, however, will, .we expect, be a big factor in dealing with it." \
