Fighting is proceeding at Puerta Plata, on the northern coast, where President Bordas raised the blockade. ,The rebels are marching against the capital. Foreigners are still safe. [There has been considerable unrest in Hayti recently, but on March 19 it was cabled that'the threatened; revolution' 1 ait ;San Domingo had been averted. It was; then reported that an understanding, had been reached between the Government and the rebel forces regarding the Presidential election, which arrangement was likely to lead to peace.
