The Town Clerk's report for the year ending March 31, 1914, stated that the street lighting was in an unsatisfactory state and would have to be attended to before the winter set in. The question of stormwater had not been solved, the two main drains in the borough being in a very unsatisfactory state, both from a point of utility to carry off long downpours and also as regards sanitation. The total receipts from all sources were £16,790 12/5, and the expenditure £15,500 17/10. The matter of a high-pressure water supply was an urgent one; it was advisable to define an area and ask the ratepayers to sanction a loan for carrying out the scheme. The absence of means of transit to and from the centre was retarding settlement, and it was to be regretted that the Tramway Board had not seen fit to extend its .service iii that direction.

Consideration of the reports was deferred until next meeting. The secretary of the Aldington School Committee wrote protesting against the intention of the council to allow rubbish to be deposited in the gravel pit adjacent to the school, as such a,n accumulation would be detrimental to the health of the school. It was decided to reply that the council would not allow. anything in any way objectionable to be placed in the pit. The Finance Committee was instructed to consider the drawing up of remits for presentation to the Municipal Conference. The Finance Committee's report recommended that the services of the Hospital and Charitable Aid Inspector be discontinued. The district fund account had a credit balance of £791 4/-, and the loan account a credit of £346 7/1. Accounts amounting to £334 1/4 were passed for payment.

The By-laws Committee recommended that the by-laws .should.be altered so that when land was subdivided and a new road opened up sections should have a minimum frontage of 50ft and a minimum area of 30 perches. On roads already formed the minimum frontage should be 45ft, and the . area 20 perches, except when the area wan over a quarter of an acre, in which case the frontage might be reduced to 40ft. It was decided to discuss the report at a special meeting.

The Works Committee's report recommended that another well be sunk at the shingle pit, as 5000 yds of shingle were required for the roads, and that tenders be called for 1500 yds of metal. Two more horses were necessary for the work of the borough. The channelling on Lincoln Road should be completed to the bridge, about 40ft, at an estimate cost of £o. A concrete kerb and channel should be put in on River Road from the small bridge to Mr Bradbury's about nine chains, and the path asphalted; and that asphalt be laid on the east side of Mill Road where channelled. It was decided to give effect to the recommendations.

Cr Winsor and the Mayor were appointed a deputation to confer with the Tramway Board in connection with drainage works in Spreydon.
