"UP FOR REPAIRS." This is the picture which was purchased last year with the £SO voted by the Christchurch City Council for the encouragement of art. It was painted by Mr B. Wall work, Associate of the Royal College of Artists, London, who has btfen a teacher at the School of Art for several years past. Mr Wall work received most of his art education in Manchester, and is recognised as being a talented artist, in addition to his high capabilities as a teacher. <■ Mr Wallwork, in an interview published below, makes some useful suggestions as to how public authorities could foster latent talent mora effectively than by merely giving grants for the purchase of pictures.
