Bryan, Secretary of State, acknowledging Nebraskan birthday congratulations, said that it seems likely that fully one-half of the peoples of the world will be linked together by peace proposals binding them to investigate a quarrel before resorting to war. Thirteen treaties hax*e already been signed.
