A journalistic , serisation has been caused by. the publication in the "Novoe Vremya" of conversations between a Russian Minister ; and distinguished personages in Bejfl«i and Paris on the limitation of armaments, and expressing Germany's willingness to surrender Alsace in order to adhere to the Powers' triple entente. What occurred during the Balkan war is garded as the reason for the present fanciful speculations. ,
