General Carranza has informed the State' Department that he will treat with American Consuls for the protection of foreigners, provided those countries invest American Consuls with power to do so. ; This would'be tantamount to the recognition of Carranza'B belligerency. General Carranza 4s snapping his fingers in President Wilson's face, -but the policy of watchful waiting will,be continued unless it is dramatically upset.
