The Navy Estimates include *£80,972 as a first instalment towards the cost of the construction of ships* to carry seaplanes. It is stated that the planecarrier will aet as a mother ship to submarines, and aviators from it will scout and report wirelessly for the purpose of directing the operations of submarines.
CANADA'S POLICY. JOINT UNDERSTANDING WANTED. Advices from Toronto indicate that the most influential members ef the Cabinet favour a joint understanding with Australia, New Zealand, and the Motherland regarding the defence of Imperial interests in the Pacific, but until Mr Borden is able to control both Houses, he will consider it inexpedient to join any Imperial Conference in that direction. There is no immediate likelihood of an agreement v on the Naval proposal meeting with the acceptance of Mr Borden's and Sir Wilfrid Laurier's followers conjointly.
