TOLLS EXEMPTION.
THE PRESIDENT'S PLEA.
By Cable. — Press Association. — Copyright. WASHINGTON, March 6. President Wilson, in a brief message, said that after full and mature judgment he considered that exemption was mistaken economic policy from every viewpoint, and a plain contravention of the Hay-rauncefote
Treaty. He added: — "We accepted the treaty, and we are too big, powerful, and selfrespecting to adopt a too strained and refined interpretation. The ■" only thing we can afford to do is voluntarily to withdraw from a position which is everywhere questioned and misunderstood."
