It was absurU to talk of pass"- ; ing non-contentious legislation with the House constituted as it is, and with a Senate which flatly told the Government that it should pass nothing of which the caucus did not approve. No would submit, to such treatment. The taxpayers' must decide to return one party or the other with sufficient strength to pass legislation. He foreshadowed an early appeal to the country.
