It provides that before appealing to The Hague Tribunal each dispute must be ch-nr- - ly denned, with the scope of the arbitrators' powers. Periods are fixed for the formation of the Tribunal, and several stages of procedure. Col. Younghusband distributed thousand!- of silver coins amongst the Lhassa poor in acknowledgement of the Tibetan Government's gifts to the troops. Mr J. E. Redmond appealed for £10,000'. and raised £20011 al his first meeting in New York. The second meeting, was noisy, interruptions coining from members of the L'Ltn-na-Gael and Orangemen alike..
