The Frankfurter Zeitung's Berlin correspondent says that the Crown Council has subjected the resiilts of the Brest Litovsk negotiations to severe criticism, whereupon new lines for German representatives were settled by tho Kaiser, Hindenburg, and Hertling. BERNE, January 4. The Central Powers have consented to Poland and Ukrainia being represented at Brest Litovsk.
