A NEW BILL-,. (From our Parliamentary ReporUn) WELLINGTON, this day. Harbor Board, elections and a few other matters .uffociated with the administration of those bodies arc dealt with m an Amending Bill circulated yesterday. Payment of members' expenses up to £1 per day, and travelling expenses for attending Board meetings, is provided forj and the limit of three years now imposed m harbor board leases of warehouses or other property is to be extended to seven years. Payers of dues . not resident m tho place ' where a poll is take n to elect/ their representative on the board, may appoint someone to exercine the privilege, while joint payers of dues mustdecide which individual will vote. The : method of paying election expenses where other local authorities are concerned is fixed at the actual cost of advertising 1 and printing 1 m connection with the Harbor Board poll, exclusive of printing the roll, plus 10 por cent. of the gross expenses of the election. t Clause 12 provides that the owiveY or master of a ship shall not be exempt from liability for "any loss and damage occasioned by the. fault or want of capability of a pilot by: reason of the fact that the employment of a pilot was compulsory, The West-port and Greymouth Harbor Boards are to make up their accounts to March 31st m each year, instead of December 31st, thus bringing thorn into line with thc public accounts. The Bill was reached on the order paper lasfc night, when the Minister of Marine intimated that he proposed to go on with only one clause, viz., thnt giving power to the Governor to appoint a member of a. harbor board m the event of the retirement of a non-eiective member.
