A World's cable from Havana says that 40 flooring submarine mines were eecrcMy placed in Have»& Harbour en April 13 by the Spiiru'sb Gcivefuoieab. Thi-s information comes from pfficiai sources!, and U absolutely, correct.' The roiß.es were laid in tha narrowest parb of the channel between frlorro and Punta, in two lines oi 20 mines each. They axe spherical, and float about 24ft under the surface. Eaoh is attached by an anchor chain to a heavy cible anchored on the bottom. The detonating wires run np the chains. There is soffic-'esit force there to paralyse the biggest ship afloat, but if an entering fleet should use counter mine* or bow torpedoes on approaching tha usrrowesfc parts of tha enlracce to the harbour, the mines could be exploded.
