BLUESKIN ROAD BOARD.

On Tuesday the annual meeting of the Board was held at their office, on the Port Chalmers and Blueskin road. Present-Messrs G. Charlton, A. Winto , R, Mitchell, W. Young, W. M'Lauchlan, G. Caroj, Martin, and J, Oman. On the motion of Mr Martin, seconded by Mr Youno, Mr Charlton was appointed chairman. MINUTES. The minutes of the last meeting were read and confirmed. BAIiANCB-SIIBBT. The Chairman stated that before proceeding furthor with the business of the meeting it was necessary, ta Accordance with the Act, that the balance-sheet, stoned by the Chairman and two members, should be submitted before a new Chairman could be elected. He would like to know whose duty it was to tireuare the balance-sheet, "he Clerk said it was the Treasurer's duty to do so, ndhe (the Clerk) had it, but had mislaid it. The document was simply a copy of the account-book, and although always presented at former annual meetings had never been taken notice of. It was moved by Mr Young—' ' That the balance-sheet be presented at the next meeting." Seconded by Mr Martin, and carried. CORRESPONDENOB. A letter was read from Captain Thomson regarding earth from road at Deborah Bay being thrown into the harbour.— Received. From the Solicitor to the Board enclosing forms for ( members to sign re judgment gained for rates. From Messrs Howorth and Hodgkins about no arrangement having been made regarding Madigan's road-line. The Clerk was instructed to write in reply for further information concerning the matter. From the Waikouaiti County Council re Mihiwaka road, stating that their inspector had been instructed to * visit same and report to them at their next meeting on the present state of the road, submitting estimate of the amount required to make the road suitable for traffic. Re Beach road, Port Chalmers : Council were prepared to contribute to Board, by way of subsidy, £1 to £1 to the extent of £100 for repairs. Copy of resolution was also enclosed in reference to embankment protection of Waitati Stream, Blueskin, as follows :-Resolution : " That the Clerk be instructed to reply to the Blueskin Road Board's letter of 18th July lost, that the Board is in error in supposing that any work has been done by the Council that would lead to results mentioned. The Council also decline to render the Board any assistance towards re-erectmg any work in connection or in any way interfering with the Waitati Stream; and further that the Council draws the attention of the Board to the factthat the Board has not the power under the Public Works Act, 1876, to deal with such streams as the Waitati " Tho Clerk was instructed to write to the Waikouaiti County Council in reply, accepting amount of subsidy, LI to LI, to extent of LIQO for the roadin question, Port Chalmers to Heads. BBAOH ROAD, POUT OHAMIERB. A letter was read from Mr Macandrew acknowledging reoeipt of memorial signed by residents in Deborah Bay district, and stating that he had handed the memorial to the Minister for Works, who had promised to do what he could ; and further, that if prison labour could be got (although there was great demand for it) Mr Wi'nton : In the event of prison labour being procured, how far could the road be made? Mr Oman : About half-way to the Heads. The Clerk said, in reply to Mr Oman, that it was desirable to get prison labour if possible, for there were men in tho gang well acquainted with the sort of work required for proteotion from wash, viz., breastwork of BtrOllCa Mr Oman moved—" That a deputation be appointed to wait upon the Minister for Public Works asking him for his assistance in procuring prison labour for the road in question." He thought it the best plan to adopt, and the distance the men would have to go was not far from the hulk at Port Chalmers. Seconded by Mr Young, and carried. Messrs Oman, G. Carey, and the Board's inspector were appointed a deputation to wait on the Minister for Public Works. GENERAL. Mr Solomon's matter.— Mr Oman, as one of the sub-committee appointed re this affair, stated that the settlers in the Deborah Bay district affected refused to allow tho road to bo shifted back. Mr Carey said the best way was to get another road surveyed, as pointed out in map. A long discussion then took place, the outcome being that the Board resolved to instruct surveyor to survey road. Accounts passed for payment :— Otago Daily Times, £3 14s ; J. Stewart, 9s. An application from J. Williams for an advance on contract was received.— Resolved to grant him an advance of £10 on work done. The Chairman said that if the Board could stay execution on Innes' property for 14 days, he would guarantee payment of claim, £2 10s 6d.— Agreed to by the Boaid. CHAIRMAN. Mr Ysung moved—" That Mr Quayle be appointed the Chairman of the Board." He was very sorry Mr Quayle was so ill, and thought that out of compliment and sympathy they should reappoint him Chairman. Seconded by Mr M'Lauchlan, and carried unanimously. There being no other business, the meeting closed.
