TO THE EDITOR. Sib, —The following is extracted from the reported proceedings of the Otago Education Board as given in the Otago Daily Times of the 22nd inst.: — thk board's scholarships. Mr M'Kenzie moved—" That the secretary write to the High School Board of Governors iuformine them that Dr Belcher has not complied with the board's request re the board's scholarships, and that until lie does so they cannot be paid the amounts due to the provincial scholars attending the Otaeo Boys High School." Mr Fraer seconded the motion, which was carried nem. con. On this I have to say that the motion as it reads above is unintelligible to me. The facts are these:—ln consequence of certain action initiated by myself for the better supervision of the progress and conduct of board scholars, I have at tho request of my own board undertaken to present a report quarterly, which will in due course reach the Education Board. Tho current quarter of the school ends on April 20, and about that date some such report will be prepared and handed in. All the board scholars who won their benefices at the end of ISBB have been as such under my observation only for a few weeks, and from the nature of the case I can offer at this date no report worthy of the name. Tho motion as it reads in your columns threatens a number of innocent boys with deprivation of their rights, because I have not yet sent in a report necessarily incomplete.

I may find it needful to ask your indulgence to revert at greater length to this topic, but at present I entertain a hope that the Education Board has been under a misapprehension which may bo easily rectified, —I am, &c,,
