CONTRAVENTION OF ORDERS. A, and N.Z. LONDON. Feb. 23. The Daily Chronicle understands that ample evidence is available that various German submarine commanders acted in contravention of orders. There is real fear that these criminals may escape to neutral If they do they must be Extradited. The commission which is inquiring into the question has enough evidence to warrant the sternest meases. The authorities are particularly anxious to secure seven responsible for many outrages, while the evidence is considered sufficiently strong to convict 13 others.
