The Rotterdam correspondent of . the Daily Telegraph learns from well-informed sources that the resignation of Prince Maximilian of Baden, German Imperial Chancellor, is probable. Dr. Solf, Foreign and Colonial Secretary, or Herr Schiedemann, the Socialist leader, will succeed him. This sensational development is due to the imminent abdication of the Kaiser in favour of }iis grandson. The Kaiser was anxious to do this two months ago, but the empress dissuaded him. He is subject to Icing fits of mental depression, broken by such outbursts as his Essen speech.
