LATER NEWS VIA PANAMA.

The s.s. Ruahiue left Panama on the forenoon of the 30th August, and experienced very bad weather throughout the greater pait of the passage. The cause of her being overdue is a break down to one of her engines, which occurred during a heavy gale. We take the following from the Panama Star and Herald : — New York, 11th August. The Atlantic Cable is working satisfactorily. Our latest dates from Europe are to the 9th instant — evening. England was agitated by a discovery of a plot to blow up Parliament. 'IV u sacks of gunpowder and a partly burned fuse were found concealed in the Lord Chamberlain's Office, in the House of Lords. 21st August. We are almost daily receiving advices over the Atlantic Cable. The latest advices are to noon yesterday. Our latest dates state it is expected that the ratification of a treaty of peace between Austria and Prussia will be exchanged in Prague within ten days. A bill to annex Hanover, the duchy of Nassau, the city of Frankfort, and the territory of Electoral Hesse to Prussia is before the legislature at Berlin. The armistice between Prussia and Austria has been extended to the 19ih of September. We have news of the capture of Tampico, Mexico, by the Liberals. The National Convention of Conservatives sustaining President Johnson's restoration policy met at Philadelphia on the 14th, and adopted the following declaration of principles : — Ist. Hails, with gratitude to God, the return of peace. 2nd. The war maintained the authority of the Constitution and preserved the Union, with equal rights of the States unimpaired. 3rd. Neither Congress nor the General Government; has authority to deny the right of representation in Congress or the electoral college. 4th. Calls upon the people to elect to Congress none but men who admit this right. sth. The Constitution and laws under it ere the supreme law. All powers not conferred by the Constitution upon the General Government, nor prohibited to the States, are reserved to the States. &c , &c. Cholera in this city still on the decline. Iu Cincinnati, Chicago, St. Louis, mul New-Or-leans it prevails to considerable extent. Gold to-day, 147 gr New York, Aug. 21, 1 1 o'clock a.m. This morning we are in receipt of European dates, through the Atlantic Cable, to the 20th instant, as the following despatches will show : — Prague, Aug. 18. The Peace Congress is in session, and negotiations are making favorable progress. The ratifications of a treaty of peace will, it is expected, be exchanged in ten days. Berlin, Aug. 18. A bill is under discussion in the Prussian Chambers which has for its object the annexation to Prussia of Hanover, the Electorate of Hesse, and the City of Frankfort. Paris, Aug. 20. It is rumoured here that the Italian Government will soon treat directly with the Pope for the cession of his temporal dominions and the establishment of Rome as the capital of Italy. The French papers keep silent in regard to the question of the rectification of the frontiers of France. London, August 20, noon. There is nothing of importance to report to-day in British politics. Consols for mouey 88£. and United States five-twenties 69%. Great excitement had prevailed in the streets of Vien nt), and the Emperor Francis Joseph had been hailed by large crowds with shouts of *' Abdicate ! Abdicate !" 482 men have been arrested, and were to be tried on the charge of high treason. The position of the Austrian Emperor at the present time appears to be a very unhappy one ; but he seems to stand up biavely, yet mournfully,

against the almost overwhelming misfortunes that have overtaken him. The investigation into the circumstances attending the late attempt on the life of the Czsir Alexander, had terminated. S'veral accomplices of the would-be-rigicide made confessions which #o to show thnt the object of the conspiracy was to effect a general re- j volution in the empire. There exist, it appears, in Russia two secret societies hostile to the government, one being nnmed the "Association of Organization," the other " Hell." They had their headquarters in Moscow, and acted in communication with the European Revolutionary Committee. Several Poles, who supplied the assassin, belonged to these societies. Napoleon is said to have informed the Pope that the French troops will evacuate Rome on the very day n^med in a late order, and that his Holiness must, treat " politically and financially" with Italy afterwards.
